Paul called the meeting to order at 6:06, read the opening reflection, and gave a brief overview of the meeting procedure.

Non-Agenda Public Comment

  • Brian: Make cafe, which the board wrote a letter in support of, recently opened on Adams Avenue and Felton behind Yoga Box.
  • Becky Rapp: Neighboring cities, including Encinitas, is applying consequences to smoke shops selling illegal THC products while San Diego is NOT enforcing these laws. Please support local enforcement of bans on illegal THC products.

The Board is seeking a new secretary, as Julia will be leaving the board due to an academic conflict. A new seat will be available to elect in August, and seat in September.

Annual Infrastructure Priorities Discussion

  • Traffic light at the 805 ramp
  • crosswalk at West Mountain View & Adams
  • Tree planting
  • Cherokee pocket park development
  • NH Library and/or pocket park at the former RiteAid lot
  • crosswalk at Adams & 34th St
  • Ensure the NH Joint Use Field is open during non-school hours
  • Improve Felton & Adams, where there is currently no censor that will turn the light for bikes
  • Traffic calming, especially at 35th St between Arthur & Adams Ave
  • A trolley on Adams Ave or El Cajon Blvd
  • Bike Lane on Mtn View
  • Sidewalk repairs on Copley & 33rd. It’s currently very dangerous.

  • Frances: we are still 1-2 years away from starting utility undergrounding in Normal Heights. There is a potential for acorn lights, which would pose an additional cost to individual property owners. The NE corner of Normal Heights will receive utility undergrounding first.

Community Plan Update: SB79 Transit Oriented Development (TOD)

  • SB79 updates allowable density near high-quality transit
  • SB79 impacts the SE corner of Normal Heights and along El Cajon Blvd. However, El Cajon Blvd will already see an increase in allowable density due to the City’s Complete Communities Plan. Therefore, SB79 really only impacts density in the SE corner of Normal Heights.
  • SB79 allows for “trading” of density between certain areas. We have the option to request that density in the SE corner of Normal Heights is NOT increased, or remains the same.
  • Paul: most people want density to remain as low as possible. There is potential for another bubble of density increase along 35th street and El Cajon Blvd. All neighborhoods should do their share to increase housing
  • Jonathan: agrees with proposal to limit density in the SE corner of Normal Heights. Density will still increase along El Cajon Blvd.

Decision to advocate for limited density in the SE corner of Normal Heights only, as Kensington has done.

Parking

Brian: Suggests nose-in parking (perpendicular) on one side of Hawley Blvd., parallel parking on the other. This should leave enough space for drivers based on his estimates. Perpendicular parking is preferred in order to accommodate the many driveways on Hawley Blvd. El Cajon Blvd & Madison is also an area where the road is potentially large enough for perpendicular parking on one side of the road.

Permits for blocking personal driveways are legal in California. One permit per driveway along with a required placard could be an option for the Normal Heights neighborhood.

Audience Comments:

  • Concerns about bad behaviors, individuals blocking driveways without a permit
  • Notes that affordable housing and transit are stated priorities of the board, not parking.
  • Julia: suggests that any fees collected from parking permits in Normal Heights be directed to transit within the neighborhood. The board could request this along with a permit program, if the group decides to move forward.

The board will request head-in parking on Hawley Blvd between Copley & Adams

Government Representatives

Kanoa- Rep. for Councilmember Sean Elo-Rivera

  • meters have gone live on Adams
  • A survey is available on our website to receive suggestions where meter funds will go
  • The council will vote on the budget June 9th
  • There are delays to the Mid-City Community Plan Update due to SB79 in order to ensure both plans align

Standing Committees

Community Planning Group/ Community Garden – Paul

  • The next community planning draft update is due in July
  • The City may change its fee structure for development permit, from a flat fee to a fee tied to project size.
  • Friday June 12 work party
  • Need a conditional use permit and right of entry for gardeners to be able to access the space without a park ranger present
  • Water has been installed, and the water bill should be very low.

Adams Community Recreation – Nancy

  • The next meeting will take place in July, meetings are now held every 3 months.

Normal Heights for Smart Growth – Paul

  • Cohosted an economic development forum with the CPC
  • North Park want to start a community garden
